The Malawi Human Rights Commission (MHRC), an independent constitutional body established under Chapter XI of the Constitution of the Republic of Malawi, is inviting applications from suitably qualified and experienced candidates to fill three vacant positions. The Commission is mandated to promote and protect human rights and investigate violations of rights guaranteed under the Constitution and other laws of Malawi. Successful candidates will contribute to strengthening the Commission's corporate services, procurement functions, and operational support while advancing its human rights mandate. Positions in this vacancy 1. Chief Accountant (Grade H4) Role Overview The Chief Accountant will coordinate the Commission's accounting functions, oversee financial management, budgeting, financial reporting, expenditure control, and internal financial controls. Key Responsibilities Coordinate all accounting functions. Advise management on financial matters. Lead annual budget preparation. Prepare monthly, quarterly, and annual financial statements. Monitor expenditures and report variances. Maintain internal financial controls. Coordinate external audit preparations. Perform other duties assigned by the Commission. Qualifications Bachelor's Degree in Accountancy or Commerce. Studying towards CIMA, ACCA, or another relevant professional qualification. Registered member of ICAM. Broad knowledge of Public Financial Management. Minimum seven (7) years' senior-level accounting experience. Experience in a public institution. Knowledge of human rights is an added advantage. 2. Procurement Officer (Grade H8) Role Overview The Procurement Officer will manage procurement processes, ensure compliance with procurement laws and regulations, and provide procurement advice to management. Key Responsibilities Manage procurement activities. Develop procurement plans. Prepare RFQs, bidding documents, RFPs, invitation notices, and shortlists. Prepare quarterly procurement reports. Advise the Internal Procurement and Disposal Committee (IPDC). Draft and manage procurement contracts. Coordinate bid evaluations. Verify invoices for payment. Perform other assigned duties. Qualifications Bachelor's Degree in Procurement and Logistics Management, Supply Chain Management, or equivalent. Registered with the Malawi Institute of Procurement and Supply (MIPS). Minimum three (3) years' relevant experience. Knowledge of the Public Procurement and Disposal of Assets Act and Regulations. Good communication and computer skills. Appreciation of human rights issues. 3. Driver (Grade H13) Role Overview The Driver will provide safe and reliable transport services while ensuring proper maintenance and care of Commission vehicles. Key Responsibilities Transport staff, Commissioners, and visitors. Maintain vehicle logbooks. Conduct routine vehicle inspections. Ensure vehicle cleanliness and security. Report maintenance and insurance requirements. Perform other assigned duties. Qualifications Malawi School Certificate of Education (MSCE). Valid Driving Licence. Defensive Driving Certificate. Minimum two (2) years' continuous driving experience in a reputable institution. At least two (2) years' experience working with and understanding human rights.
