The Malawi Energy Regulatory Authority (MERA) is inviting applications from suitably qualified Malawian professionals to fill two strategic leadership positions at its Head Office in Lilongwe. Established under the Energy Regulation Act No. 20 of 2004, MERA regulates Malawi's energy sector in a fair, transparent, efficient, and cost-effective manner for the benefit of consumers and operators. The successful candidates will provide strategic leadership, policy direction, and technical expertise to support MERA's vision of becoming an innovative and effective energy regulator. These positions are offered on three (3)-year employment contracts. --- Positions in this vacancy 1. Director of Legal Affairs & Board Secretary (Grade M2) Role Overview Reporting to the Chief Executive Officer (CEO), the Director of Legal Affairs & Board Secretary will ensure that the Authority's operations comply with the laws of Malawi and relevant legal frameworks while providing legal advisory services and corporate governance support. Key Responsibilities Develop and implement legal strategies, plans, and budgets. Interpret laws relating to the Authority's operations. Lead legal reforms relating to energy regulation. Manage licensing legal processes and dispute resolution. Draft and review contracts, agreements, bylaws, and legal documents. Represent MERA in legal proceedings and negotiations. Supervise the Legal Services Manager. Coordinate Board meetings and maintain official records. Prepare periodic legal and governance reports. Qualifications Bachelor's Degree in Law. Master's Degree in Law, Corporate Governance, or Business Administration. Admitted to the Bar and registered member in good standing with the Malawi Law Society. Minimum seven (7) years' relevant experience, including three (3) years at senior or middle management level. Thorough knowledge of the energy sector. Strong legal research and problem-solving skills. 2. Director of Economic Regulation (Grade M2) Role Overview Reporting to the CEO, the Director of Economic Regulation will provide strategic leadership in economic regulation, tariff analysis, pricing models, licensing, and market competition within Malawi's energy sector. Key Responsibilities Develop and implement economic regulation strategies. Analyse and review energy tariffs and pricing models. Lead economic evaluations for licensing processes. Promote fair competition and investment in the energy sector. Monitor economic compliance of energy operators. Conduct regulatory audits and investigations. Analyse economic and consumer data. Supervise the Economic Regulation Manager. Represent MERA in stakeholder engagements. Qualifications Bachelor's Degree in Economics or Accounting (with professional accounting qualification). Master's Degree in Economics or Finance. Minimum seven (7) years' experience, including three (3) years at senior or middle management level. Registered with a relevant professional body. Thorough knowledge of the energy sector. Advanced proficiency in Microsoft Excel, price modelling, and regulatory analysis.
